It\u2019s a more social arrangement with Peters: \u201cWe might catch up for dinner with our partners and things.\u201d<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">With Seymour, there\u2019s a greater focus on the \u201cpolicy side of things\u201d.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">\u201cThey\u2019re both very different personalities and both representing different perspectives, but I would say that I think in both cases, I\u2019ve built a relationship with both of them.\u201d<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">It hasn\u2019t all been smooth sailing. Luxon has suffered friendly fire from Seymour on multiple occasions throughout the debate on Act\u2019s <a href=\"https:\/\/www.nzherald.co.nz\/nz\/hikoi-to-parliament-tens-of-thousands-energised-for-change-after-protest-against-treaty-principles-bill\/O2P5SGS2NJHSXC2BXCYTLTICAQ\/\" target=\"_self\">Treaty Principles Bill.<\/a><\/p>\n<div class=\"article-media ALTnKYtv\" style=\"display:none\" data-test-ui=\"article-media\">\n<figure class=\"figure\" data-test-ui=\"figure\"><img decoding=\"async\" class=\"ALTnKYtv\" style=\"display:none\">Seymour\u2019s public criticism of Luxon has prompted intrigue in political circles about the pair\u2019s dynamic when Act\u2019s leader<a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/coalition-talks-nicola-willis-wont-be-deputy-prime-minister-race-between-winston-peters-and-david-seymour\/GPT4O2LISJFDDMOKSMWFAAATSQ\/\" target=\"_blank\"> takes over from Peters<\/a> as Deputy Prime Minister on May 31 next year.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">Asked whether he believed the change would limit Seymour\u2019s critiques of the Prime Minister, Luxon was vague.<\/p>\n<div class=\"article__ad-wrapper ALTnKYtv article__ad-wrapper--without-margin\">\n<div class=\"ad ad-container has-text understand that they\u2019re part of a coalition Government.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">\u201cYes, there\u2019s a big National Party, there [are] minor parties in that coalition configuration, but we expect all ministers to represent the Government, and it\u2019s the Government ahead of parties.\u201d<\/p>\n<div class=\"article-media ALTnKYtv\" class=\"ALTnKYtv\" style=\"display:none\">Central to maintaining his relationships with the two leaders, Luxon says, have been the \u201ccoalition clearinghouse meetings\u201d, conducted in every Parliament sitting block. They were originally agreed as meetings between the three leaders, their deputies and the Leader of the House, but they\u2019d since morphed to sometimes involve just two leaders.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">\u201cThere are three different takes in this Government, the different parties, different leaders, and where we have issues of potential tension, we try and diffuse it all in advance and that\u2019s why we have a regular clearinghouse meeting.\u201d<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">Luxon also believes inheriting a \u201cpretty dysfunctional\u201d <a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/meet-chris-luxon-the-new-national-leader\/FRS2X7BRWGN4JUUHGH5HTN4DZE\/\" target=\"_blank\">National Party in 2021<\/a> had prepared him well to manage a three-party coalition.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">\u201cA lot of what I have to do as the leader is make sure I can make the people dynamics work and that I\u2019ve got the best set-up that I possibly can to get the best out of everybody &#8230; so I think, yeah, I\u2019m proud of how that\u2019s come together.\u201d<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">On what he saw as the coalition\u2019s achievements thus far, Luxon pointed to efforts to tame inflation and \u201cput financial discipline back into government\u201d. He also cites the heightened intensity placed on New Zealand\u2019s international relationships, led in part by Peters as Foreign Minister.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">He views the next 12 months as moving \u201cvery much into [economic] growth and jobs\u201d, while still forecasting turbulent times ahead.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">\u201cIt\u2019s going to be a bit bumpy, but the reality is we need to get the education system fixed, we need to get science [and] technology moving, we need to get infrastructure built, we need to get rid of the red tape, we need to have strong trade and investment from overseas as well, so that\u2019s the programme by which we fundamentally lift our standard of living.\u201d<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">Public signs of division between the parties have been less common than opponents may have first expected. The coalition agreements\u2019 <a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/new-covid-19-inquiry-announced-nz-firsts-winston-peters-invokes-agree-to-disagree-clause-for-first-time-of-coalition-government\/2CWE2Q3XXZCOPEVRE4KS3CXOUQ\/\" target=\"_blank\">agree-to-disagree clause<\/a> was used twice in one week when in July, NZ First remained opposed to the <a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/new-covid-19-inquiry-announced-nz-firsts-winston-peters-invokes-agree-to-disagree-clause-for-first-time-of-coalition-government\/2CWE2Q3XXZCOPEVRE4KS3CXOUQ\/\" target=\"_blank\">continuation of the initial Covid-19 inquiry<\/a>, while Act refused to support the <a href=\"https:\/\/www.nzherald.co.nz\/business\/media-insider\/media-insider-fair-digital-news-bargaining-bill-up-in-the-air-beehive-sources-say-new-law-snagged-as-it-is-removed-from-second-reading-latest-6pm-tv-ratings\/KVRWVU4VHZHWLI3RDY2SEI37J4\/\" target=\"_blank\">Fair Digital News Bargaining Bill<\/a>.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">Another disagreement appears to be brewing as the <a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/interislander-winston-peters-wants-rail-on-ferries-national-isnt-so-sure\/JUISSIRWSZEYNJONAEMD4SLJ3Q\/\" target=\"_blank\">three parties differ <\/a>on what replaces the <a href=\"https:\/\/www.nzherald.co.nz\/nz\/deputy-pm-winston-peters-reveals-deadline-for-cook-strait-ferry-decision\/43EGWX56IFDJTLSHHKFAMN2U5E\/\" target=\"_blank\">troubled Cook Strait Interislander ferries<\/a>.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">However, the most apparent and ongoing source of tension is the Treaty Principles Bill &#8211; Act\u2019s attempt to redefine Te Tiriti o Waitangi\u2019s principles ultimately through a referendum.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">Read in the House for the first time this month, opposition to the bill sparked what was possibly the largest protest ever to arrive at Parliament. Luxon was initially vague about his party\u2019s stance on the bill after that point but amid intensifying pressure, he confirmed National\u2019s support would not continue, effectively condemning the bill to the scrap heap.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">Seymour hasn\u2019t been afraid to criticise Luxon for the move, saying in August it would have been <a href=\"https:\/\/www.nzherald.co.nz\/nz\/politics\/act-leader-david-seymour-fires-back-at-pm-christopher-luxon-and-nz-first-for-ruling-out-support-for-treaty-principles-bill\/RUBZ5FVRYFCETCJZHZCLEKQ2NY\/\" target=\"_blank\">\u201crespectful and democratic\u201d<\/a> to pass judgment only after the public had seen the proposed legislation.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">National\u2019s early positions against the bill were grounded in its belief the law would seed division. Photo \/ Mark Mitchell<\/figcaption><\/figure>\n<p><button aria-label=\"full screen\" type=\"button\" class=\"article-media__full-screen-button\" data-test-ui=\"article-media__full-screen-button\"><svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" xmlns:xlink=\"http:\/\/www.w3.org\/1999\/xlink\" focusable=\"false\" class=\"article-media__full-screen-button-icon\" data-test-ui=\"svg__svg\"><use xlink:href=\"\/pf\/resources\/dist\/svg\/spritemap.svg?d=854#full-screen\"\/><\/svg><\/button><\/div>\n<p class=\"ALTnKYtv\" style=\"display:none\">The novelty of a three-party coalition raises the question of how the leaders will approach the 2026 election.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">In 2023, National pushed hard for its preferred arrangement to work solely with Act, even enlisting <a href=\"https:\/\/www.nzherald.co.nz\/video\/national-enlists-sir-john-key-to-woo-voters\/MC7V6W5WXC7MADCFN3PTHU3HRA\/\" target=\"_blank\">former PM Sir John Key<\/a> to urge voters not to place the country in electoral \u201climbo land\u201d.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">Luxon chuckles when asked whether he would still prefer a National-Act combination, in light of the grief Seymour had given him over the Treaty bill.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">\u201cWell, you know the mantra will be \u2018Party Vote National\u2019 at the next election in 2026, as I\u2019m sure it will be \u2018Party Vote New Zealand First\u2019 or \u2018Party Vote Act\u2019 as well.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">\u201cI\u2019d just say to you, the New Zealand people are in charge, we live in a democracy, they make the decision and my job is to make it work and in the same way I try and make it work within my own party.\u201d<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">Luxon wouldn\u2019t discuss how readily he would enter into another three-party arrangement but predicted the next election result would be determined by the Government\u2019s ability to deliver.<\/p>\n<p class=\"ALTnKYtv\" style=\"display:none\">\u201cUltimately, 2026 will be about, \u2018have New Zealanders felt that this Government has delivered better.
