{"id":19142,"date":"2024-11-27T06:29:25","date_gmt":"2024-11-27T06:29:25","guid":{"rendered":"https:\/\/gpt.m2mbeta.com\/?p=19142"},"modified":"2024-11-27T06:29:25","modified_gmt":"2024-11-27T06:29:25","slug":"breaking-norms-trump-signs-transition-memorandum-with-biden-white-house","status":"publish","type":"post","link":"https:\/\/gpt.m2mbeta.com\/?p=19142","title":{"rendered":"Breaking norms, Trump signs transition memorandum with Biden White House"},"content":{"rendered":"<div id=\"\">\n<p class=\"article__subhead\"><em>US President-elect Trump has sidestepped agreements that would require donor disclosures and vetting for government picks.<\/em><\/p>\n<\/div>\n<div aria-live=\"polite\" aria-atomic=\"true\">\n<p>United States President-elect Donald Trump\u2019s transition team has signed a memorandum of understanding with Joe Biden\u2019s outgoing administration, in order to kick-start preparations for his second term in the White House.<\/p>\n<p>But Tuesday\u2019s memorandum notably sidestepped an ethics agreement that would have forced Trump to be transparent about who may be financing his transition effort.<\/p>\n<p>It also avoided the question of background checks for Trump\u2019s nominees to high-level government positions, another area in which the president-elect has bucked political norms.<\/p>\n<p>Nevertheless, in a statement on Tuesday, Trump\u2019s incoming chief of staff Susie Wiles called the memorandum a step forward.<\/p>\n<p>\u201cThis engagement allows our intended Cabinet nominees to begin critical preparations, including the deployment of landing teams to every department and agency, and complete the orderly transition of power,\u201d she wrote.<\/p>\n<p>The memorandum paves the way for Biden administration officials to hold briefings and coordinate with their Trump counterparts, ahead of the president-elect\u2019s inauguration on January 20.<\/p>\n<p>The two parties will exchange information on government operations and ongoing projects, to ensure the Trump team does not arrive unprepared to lead.<\/p>\n<p>\u201cA smooth transition is critical to the safety and security of the American people who are counting on their leaders to be responsible and prepared,\u201d White House spokesperson Saloni Sharma told the press.<\/p>\n<p>However, Tuesday\u2019s memorandum does not cover all the typical agreements signed by an incoming administration.<\/p>\n<p>One of those agreements is signed with the Department of Justice, to authorise background checks for government officials through the Federal Bureau of Investigation (FBI).<\/p>\n<p>Another is with the General Services Administration\u00a0(GSA), an independent body that supports the efficient functioning of the federal government.<\/p>\n<p>As outlined in the Presidential Transition Act, the GSA allows presidents-elect to receive donations for their transition to the White House \u2014 but those donations must be <a href=\"https:\/\/www.fec.gov\/help-candidates-and-committees\/presidential-transition-and-inauguration\/funding-presidential-transition\/\" target=\"_blank\" rel=\"noopener\">below $5,000<\/a>, and the donor must be publicly named.<\/p>\n<p>Without signing the GSA\u2019s agreement, Trump is unlikely to access the <a href=\"https:\/\/crsreports.congress.gov\/product\/pdf\/R\/R46602\" target=\"_blank\" rel=\"noopener\">$7.2m earmarked<\/a>\u00a0for presidential transition teams.<\/p>\n<p>Normally, major-party candidates must sign the GSA agreement on October 1 of a presidential election year, well before the November vote unfolds.<\/p>\n<p>But Trump has thus far refused. Instead, Tuesday\u2019s memorandum established that Trump and his team are required to publish their own ethics plan and abide by it.<\/p>\n<p>Among the stipulations were that Trump team members would avoid conflicts of interest and protect non-public information.<\/p>\n<p>Ordinarily, FBI clearance is required for access to classified materials. But Tuesday\u2019s memorandum also indicates that Trump may avoid that process as well.<\/p>\n<p>In her statement, Wiles framed Trump\u2019s avoidance of the GSA and Justice Department agreements as a way of avoiding \u201ctaxpayer funding for costs related to the transition\u201d.<\/p>\n<p>She celebrated the Trump transition team\u2019s decision as a symbol of \u201corganizational autonomy\u201d and self-sufficiency.<\/p>\n<p>\u201cThe transition already has existing security and information protections built in, which means we will not require additional government and bureaucratic oversight,\u201d she wrote.<\/p>\n<p>Sharma, the White House spokesperson, said the Biden administration did not agree with the decision to discard some of the usual protocols.
